Job Description Liaising with structural units, schools, and subsidiary organizations of the University on matters related to budgeting and financial reporting. Preparing necessary documentation, organizing and conducting informative presentations on budgeting and financial reporting matters for School employees. Collecting and processing requests from the faculty and staff of the School for inclusion in the School's budget. Providing consultative, methodological, and practical assistance to School employees on economic planning, budgeting, and analysis within one's competencies. Handling correspondence within the scope of functional responsibilities. Formulating (adjusting) the annual (medium-term) operational budget within the framework of Academic activities, general, and administrative expenses of the School, including collecting and compiling supporting documents and consolidating at the School level. Consolidating the School's budget for all activities, followed by defense and working through issues within one's competencies. Compiling a report on the execution of the School's budget, making proposals for adjustments. Monitoring the correctness of expenditure reflection in the accounting system and timely working through with the Finance Department for adjustments. Compiling and preparing financial statements, budget execution reports with explanatory notes describing deviations by items and types of activities at the School level. Preparing necessary information, reports, and statistical data on financial and economic matters of the School upon request from structural units and organizations of the University in coordination with the Dean and Head. Cost estimation of works and services provided by the School. Conducting calculations and cost estimates within one's authority. Making proposals to improve the quality of budget planning and execution at the School. Assisting in ensuring the rational use of the School's material and financial resources to identify domestic reserves. Timely and proper input of data on the School's budget into the information system for budgeting, and if necessary, making proposals for its improvement and further development. Participating in the development and subsequent monitoring of project contract execution and additional agreements initiated by the School. Observes the requirements of the legislation of the Republic of Kazakhstan and the Employer`s internal documents; is responsible for exercising the labor and performance discipline; is responsible for ensuring the integrity of official documents, and prevention of the disclosure or leakage of confidential and business information, as well as information of restricted access in accordance with the legislation, Charter and internal documents of the Employer; in case of dismissal, is responsible for timely transfer of all paper documentation, digital information, inventory to another employee as instructed by the line manager (to be certified by the act of acceptance-transfer). Qualifications Education Higher professional education, preferably in higher educational institutions with English language of instruction; Priority areas of specialties: Management; Economics; Finance; Business Administration; Project Management Public Administration; International Relations Work experience A minimum of 3-6 years of work experience in areas corresponding to the functional directions of this position. Knowledge - Knowledge of legislation of the Republic of Kazakhstan in the field of education and science; - Knowledge in the field of economic planning and analysis; - Knowledge in the field of accounting; - Knowledge of MS Office programs (Word, Excel, PowerPoint); Google products (Docs, Spreadsheets, Forms, Slides, Drive), basic knowledge of 1C Skills - Building effective relationships; - Interpersonal communication skills; - Critical thinking; - Stress resistance; - Responsibility; - Initiative; - Ability to work independently and in a team; - Developed leadership qualities; - Ability to work in a multicultural environment; - Ability to work with a large volume of information - fluency in English, Kazakh and Russian languages.
