Job Description The Senior Manager is imposed with the following functions: coordination of work, formation and submission of summary budget requests of the University for a planned period and specification of the republican budget for the relevant year to consideration and approval by the competent body in accordance with the established procedure; coordination of work, as well as control over development of School budgets and the Annual budget, as well as their adjustment within the framework of a supervised direction; coordination of work, drafting reports on performance results and execution of the Annual budget for the expired period, submission to consideration of University`s relevant management bodies within the framework of a supervised direction; preparation, revision and approval of documents of Schools and with respect to Schools, submitted to revision of University`s competent bodies in accordance with internal documents regarding the issues falling within Division’s competence; organization and coordination of work on preparation and consideration of calculations of primary cost of works and services performed by the University and its organizations as per internal documents and as instructed by the higher management within the framework of a supervised direction; preparation of analytical references, reports and presentation materials as instructed by the management within the supervised direction; carrying out complex economic analysis of financial – economic activity of the University and Schools in accordance with internal documents and as instructed by higher management; organization of control over rational and economic use of material, labor and financial resources  in order to detect internal reserves, reduce primary cost of executed works, services and products, as well as prevent losses and nonproduction expenses within the supervised direction; development and improvement of University`s budgeting methodology, as well as other normative, order and organizational documents with respect to the issues falling within Division’s competence; coordination and participation in work on development and improvement of reference, analytical and normative information, which is used to process data within the supervised direction; maintaining correspondence within the framework of relevant duties; rendering practical support to employees of the Entity under supervised issues; cooperation with state bodies, research and educational entities, consulting and rating companies, financial analytics, other organizations and individuals regarding the issues falling within Division’s competence in accordance with the established procedure; participation in meetings carried out by University`s structural divisions, state and other organizations; performing organizational events on carrying out of Budget Committee`s meetings; control over execution of Budget Committee`s decisions; providing University structural divisions and organizations with the information on Budget Committee`s materials and decisions; participation in risks identification, evaluation, management and monitoring within the framework of a supervised direction; timely and properly execution of other orders of the Head of Division and University management within the framework of his/her job duties and powers In order to fulfill abovementioned functions, Senior Manager shall: timely and properly execute tasks of the Head and the University`s management;  observe the requirements of the legislation of the Republic of Kazakhstan and the University`s internal documents; perform job duties in good faith; strictly respect labor and performance discipline; observe provision of the University`s mandatory internal documents; enhance professional level and qualifications on a systematical basis  in order to fulfill job duties efficiently; in case of dismissal or transfer to another position –pass all paper and digital information, to another person, specified by the Head, under act of acceptance-transfer, and submit the inventory assets to the accountable officers of the University. Senior Manager of the Department of Economic Planning and Analysis (hereinafter- the Senior Manager) is appointed based on the decision of the Executive Vice President of the autonomous organization of education “Nazarbayev University” (hereinafter - the University), in accordance with the legislation of the Republic of Kazakhstan, the Charter and the internal documents of the University. Senior Manager shall possess required knowledge in the area of the Constitution of the Republic of Kazakhstan, Law of the Republic of Kazakhstan on status of the Nazarbayev University, Nazarbayev Intellectual Schools, Nazarbayev Fund, legislative and other normative legal acts of the Republic of Kazakhstan in the area relevant to the position held, as well as possess knowledge of budgeting, medium-term planning, economic analysis and financial accounting, as well as in the area of education and science, economics and finance, management and business planning. In performing his/her duties, Senior Manager shall be guided by the legislation of the Republic of Kazakhstan, Charter of the University, internal documents of the University, decisions of the University management, Bylaws of the Department of Economic Planning and Analysis (hereinafter - the Division) and present job description. Senior Manager reports directly to the Director of Division (hereinafter – Head).      Qualifications Education Higher-professional in the specialization of Economics/Finance, preferable from the higher education institutions with English language of instruction Work experience Five-year min. At least 3 year with a master’s degree in Economics/Finance/МВА Knowledge - fluency in Kazakh, Russian and English languages; - knowledge of Word, Excel, Power Point, Internet Explorer, Outlook Express; Professional competencies   - Analytical skills (making predictions based on available data); - skills of reports and analytical records preparation; - ability to work in team (observe organization`s interests priority over structural division`s priorities) Personal skills - Nazarbayev University competency model; - critical thinking; - building effective relations; - interpersonal skills; - ability to work in team; - responsibility; - distinguished leadership skills; - increasing efficiency of organizational activity, including labor productivity, effective use of working time and other resources
