Job Description JOB DUTIES AND FUNCTIONS 1) coordination and interaction with assigned Schools and / or structural divisions in the field of procurement and contract management; 2) consideration of requests for the purchase of goods, works, and services and other procurement documents within the competence of the Division; 3) procurement and purchase of goods, works, and services in all ways provided for by internal regulatory documents in the field of procurement; 4) timely filling in the unified register of purchases of goods, works and services, as well as maintaining and filling in other registers of the Division within their competence; 5) development, organization of approval and signing of procurement contracts; 6) monitoring the execution of procurement contracts for a fixed School / University division; 7) conclusion of transactions in simple written form, without entering into a contract; 8) conducting negotiations and business correspondence with contractors on the terms of contracts, signing and timely execution of procurement contracts; 9) review and approval of draft contracts for purchases/acquisitions initiated by Schools/structural divisions assigned to the Senior Manager for compliance with internal regulations in the field of procurement; 10) submission of payment documents to the University's structural division responsible for payment operations, accounting and tax accounting, for making the necessary payments; 11) preparation of draft letters on issues within the competence of the Division; 12) consulting managers and specialists of the Division within their competence; 13) participation in the development and improvement of internal documents in the field of procurement and other documents on the issues within the competence of the Division; 14) implementation and/or control over the proper implementation of customs clearance of purchased goods in accordance with the legislation of the Republic of Kazakhstan; 15) organization and participation in seminars on the application of internal regulations in the field of procurement, conclusion and execution of contracts at the University; 16) organization and implementation of approval of drafts of internal regulatory and administrative documents on procurement; 17) providing recommendations to customers/initiators on the terms of purchase agreements; 18) participation in the formation of the Division's budget for the corresponding financial year; 19) preparation and participation in the formation of information and reports of the Division; 20) participation in of identification, evaluation, management, monitoring of risks  within the framework  of supervised direction; 21) timely and proper fulfillment of other orders of the Head, General Manager and the University management within the framework of his/her responsibilities and powers. Qualifications Qualifications Education Higher-professional, preferable from the higher education institutions with English language of instruction Qualifications Priority specializations: - supply chain, logistics and purchasing management; - jurisprudence; - economy - finance; - a Master's degree preferable in business administration, economics, finance, management, supply chain and logistics management or related specialties. Work experience At least 5 years in the relevant field, or at least three years with a master’s degree in the relevant field.
