Background:
BDC Consulting KZ (BDC Consulting) is a consulting firm based in the Republic of Kazakhstan, specializing in infrastructure and industrial sector services. We offer comprehensive advisory services to clients, including technical and corporate consultancy, aimed at selecting optimal solutions for day-to-day operations and asset modernization. Our expertise covers project initiatives funded by national and international financial institutions as well as private investors. We provide services such as technical and economic due diligence, risk assessment, procurement coaching, project cycle management, engineering supervision, supply chain management, and logistics. Currently, in partnership with investors, we are scaling up a project in the chemical industry sector in Kazakhstan, focusing on financial and technical supervision over the construction of a chemical plant with a production capacity of 300 thousand tons per year.
Role Summary:
Reporting to the Director, the FTS Project Manager/Director will oversee the comprehensive direction, coordination, execution, and successful implementation of investment projects, focusing on financial and technical supervision throughout the construction process. This role involves providing technical support in the design, engineering, and construction aspects of Chemical Plants, supervising civil works and goods contracts, and monitoring construction activities. Additionally, liaising with Investor representatives and other stakeholders to coordinate project activities and report outcomes will be essential.
Key Functions:
- Coordinate team activities to ensure project execution success.
- Ensure timely delivery of project activities within scope and budget.
- Define scope and targets of annual/quarterly project work plans, ensuring technical feasibility.
- Develop detailed quarterly project implementation reports and monitor progress.
- Manage relationships with Investor management and stakeholders.
- Identify and mitigate project risks through effective risk management.
- Maintain comprehensive project documentation.
- Prepare and compile Project Annual/Quarterly Work Plans, budgets, and procurement plans.
- Act as the principal project representative during review meetings and evaluations.
- Oversee the development of Terms of Reference (ToR) for consultants and contractors, ensuring timely deliverables.
- Facilitate networking and liaison within the project, including with donors and stakeholders.
Minimum Requirements:
- University degree, preferably Master’s degree in project management, engineering, chemical engineering, or civil engineering.
- Minimum of ten (10) years' experience in Project Management, preferably in the chemical industry, with experience in design, construction, and supervision of Chemical Plants.
- Project Management Professional (PMP) or similar certification preferred.
- Strong analytical, problem-solving, and procurement management skills.
- Excellent communication skills for managing external project relations.
- Familiarity with International Financial Institutions' requirements or Development Banks considered advantageous.
- Demonstrated leadership, negotiation, and reporting abilities.
- Proficiency in English, both oral and written.
- Proficiency with MS Office Suite
